Enforcement
James Fossos, South King Fire & Rescue commissioner, stipulated to violations that he failed to timely disclose contributions and expenditures during his 2011 campaign. Mr. Fossos agreed to a $750 penalty; $250 suspended with terms. The Commission accepted the stipulation and dismissed allegations that Mr. Fossos accepted over-limit anonymous contributions and did not make his campaign books available for public inspection as required immediately before the election.
Rule Making
Draft language for proposed amendments to WAC 390-17-100 was approved. The proposed amendments will accommodate electronic authorizations by individuals who authorize payroll deductions for the purpose of making campaign contributions. A public hearing will likely be scheduled during the Commission’s May 22, 2013 meeting.
Potential rule making regarding online political advertising was discussed. The Commission asked staff to draft language to be considered at an April meeting.
Electronic Filing Waivers – Campaign Reporting
The 2012 Mark Miloscia for State Representative campaign requested an exception from electronically filing its final Summary, Full Report Receipts & Expenditures (PDC Form C-4) due to computer failure. The exception was granted.
Reporting Modifications
Reporting modifications exempting individuals from completing certain sections of the Personal Financial Affairs Statement (F-1) were renewed for:

The Commission also renewed an F-1 reporting modification for Michael Finkle, Judge, King County Superior Court, and also approved an additional request to redact his home address from an F-1 he filed in 2000 as a candidate.
