North Central Affordable Housing Council, Case No. 13-029, involving alleged violations of:
- RCW 42.17A.235 and .240 by failing to timely file multiple Cash Receipts Monetary Contributions reports (C-3 reports) and Campaign Summary Receipts and Expenditures reports (C-4 report) disclosing contribution and expenditure activities undertaken during the 2012 election;
- RCW 42.17A.305 by failing to timely file an Electioneering Communication report (C-6 report) disclosing newspaper and radio electioneering communications identifying two candidates for Douglas County Commissioner in the November 6, 2012 general election;
- RCW 42.17A.260 by failing to timely file an Independent Expenditure report (C-6 report) disclosing independent telephone and yard sign political advertising expenditures supporting two candidates for Douglas County Commissioner in the November 6, 2012 general election; and
- RCW 42.17.080 and RCW 42.17.090 by failing to timely file multiple C-3 and C-4 reports disclosing contribution and expenditure activities undertaken from the 2008 election through the 2010 election.

Commissioner Amit Ranade was elected to chair the Commission for the next 12 months. Commissioner Grant Degginger was elected vice-chair.?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /
Enforcement
The Commission accepted stipulated facts, violations and penalty from North Central Affordable Housing Council and the PDC staff. Violations set out in the stipulation include late reporting of contributions and expenditures related to the 2008 and 2010 elections. The stipulated penalty was $8,000 with $4,000 suspended with terms.
Advisory Matters
Interpretation No. 00-02, Guidelines for Internet Contributions, was revised to address current and future technology capabilities. The revision also consolidated Interpretation Nos. 00-02 and 95-05, Fundraising through 900 Telephone Numbers.
Interpretation No. 07-04, Campaign Activities on the Internet, was updated to incorporate the online advertising rules adopted by the Commission in May 2013.
Reporting Modifications
The Commission granted new Personal Financial Statement (F-1) reporting modifications for:
Amit Ranade, Public Disclosure Commission member, from disclosing business customers that paid $10,000 or more to Hillis Clark Martini & Peterson, a law firm in which Mr. Ranade is a partner. Commissioner Ranade has disclosed the identity of the clients he had done work for in 2012 and other clients named on the firm’s website and promotional materials as well as the firm’s governmental clients.
Heather Shadko, candidate, Puyallup City Council, from disclosing her personal residential address for the previous 12 months for safety reasons. The exemption was granted based on the filer’s assertion that they have safety concerns borne from her spouse’s employment with the federal Drug Enforcement Agency.
Benton Wong, candidate, Mercer Island City Council, from disclosing business customers that paid $10,000 or more to Keller Rohrback, a law firm in which Mr. Ranade is a partner. Commissioner Ranade has disclosed the identity of the clients he had done work for in the 12 months prior to his request and other clients named on the firm’s website and in Martindale-Hubbell.
A reporting modification for the Personal Financial Affairs Statement (F-1) was renewed for Norman Gutzwiler, PUD Commissioner, Chelan County.
